RE-CENTERING: THE PLAN FOR DOWNTOWN HAYWARD

Downtown Hayward has been transformed by this master plan into a showcase for urban regeneration and transit-oriented mixed-use development. Prior to this plan, B Street, Hayward's downtown retail spine was moribund, its storefronts empty, and its pedestrian link to the Hayward BART station severed by acres of surface parking. A key idea of the plan was a land-swap between the City and BART which created the site for a new City Hall, terminating B Street at the BART station, with a new site for a commuter parking structure on the other side of the tracks. These strategies helped generate several hundred new housing units, a new supermarket, a movie theater complex, and the revitalization of B Street, all shaped by the guidelines of the plan and contributing to rebirth of street life in the downtown.
